As June 2026 begins and preparations for China’s 15th Five-Year Plan (2026–2030) enter a new stage, major domestic steel groups have been intensifying educational initiatives focused on establishing and practicing a correct view of political performance. Enterprises including Shougang, Ansteel, HBIS, Baogang, Hunan Iron & Steel, and Liuzhou Steel have adopted a variety of approaches—including grassroots investigations and supervision, special Party lectures delivered by Party secretaries, theoretical study sessions of Party committees, and warning education conferences.
Centered on the overarching requirements of serving the public interest, benefiting the people, making scientific decisions, and pursuing practical results through hard work, these companies are deeply integrating educational activities with business practices such as new-materials development, digital transformation, cost reduction and efficiency improvement, and green transition. The initiatives aim to guide Party members and officials in addressing three key questions: for whom should achievements be pursued, what kind of achievements should be pursued, and by what means should achievements be achieved? Through a correct understanding of political performance, the steel industry seeks to advance high-quality development.
On June 3, Zhao Minge, Party Secretary and Chairman of Shougang Group, led a team to Shougang Jitai’an to inspect and supervise the implementation of the educational campaign and review progress on the company’s 15th Five-Year Plan development strategy for the new-materials sector.Zhao visited the centralized control center and wire-drawing workshop, examining digital transformation initiatives and the operation of key electrothermal-material production lines. He also gained detailed insights into the application of large AI models in production and business management.At a subsequent symposium, Zhao emphasized that the new-materials segment represents a strategic move in Shougang’s industrial restructuring. He advocated a “four-wheel drive” approach to fully unleash internal vitality:
Capital-driven development: integrating industrial operations with capital management;
Ecosystem-driven development: strengthening collaboration across the industry–academia–research–application chain and connecting with leading upstream and downstream enterprises;
Innovation-driven development: deepening new pathways for “AI + New Materials” research and production;
Policy-driven development: selecting development directions based on core products and policy support.
He particularly stressed that a correct view of political performance must be reflected in solving real problems. Officials should step out of their comfort zones, adopt market-oriented standards, and demonstrate results through financial performance indicators, ensuring annual targets are achieved and laying a solid foundation for the 15th Five-Year Plan period.
On June 5, the Party Committee of Ansteel Group convened a Party-building leadership meeting and an educational campaign promotion conference. Tan Chengxu, Party Secretary and Chairman of Ansteel Group, presided over the meeting and delivered a special Party lecture entitled:“Remember the Entrustment, Advance with Gratitude, Establish and Practice a Correct View of Political Performance, and Contribute More Through Concrete Achievements to Chinese Modernization.”Tan’s lecture focused on two themes:Deeply understanding General Secretary Xi Jinping’s important discussions on establishing and practicing a correct view of political performance;Achieving results for the people through practical work and writing a new chapter of high-quality development for Ansteel during the 15th Five-Year Plan period.
He called on officials at all levels to firmly grasp that “bringing benefits to the people is the greatest achievement,” thereby answering the question of for whom achievements should be pursued. They should also recognize that high-quality development must become a core component of officials’ performance evaluation, answering what kind of achievements should be pursued, while understanding that all accomplishments come through hard work, thereby addressing how achievements should be achieved.
Tan further emphasized that Party committees at all levels should strengthen ideological understanding, better serve central tasks, and enhance accountability. The correct view of political performance should be integrated throughout workplace safety, reform and development, and technological innovation. Random inspections should be conducted using the “Four No’s and Two Directs” approach, while inadequate rectification and repeated violations should be publicly criticized.
On June 4, Liu Jian, Party Secretary and Chairman of HBIS Group, presided over a special study and discussion session of the Party Committee’s Theoretical Learning Center Group.Participants revisited General Secretary Xi Jinping’s important speeches during his inspection of HBIS Serbia and his reply letter to HBIS Serbia employees. They also studied excerpts from Xi Jinping’s Discussions on Establishing and Practicing a Correct View of Political Performance and documents related to deepening reforms of the statistical management system.
Liu stressed that a correct view of political performance serves as the value orientation guiding high-quality development, and that the ability to promote high-quality development is the practical criterion by which performance perspectives should be judged.HBIS should faithfully implement Xi’s instructions by integrating a performance-oriented mindset and a strong sense of responsibility throughout production and operations, cost reduction and efficiency enhancement, and the advancement of the “three transformations”—premiumization, intelligentization, and greening. The company should further improve its “One Person, One Performance Sheet” management system and evaluate educational outcomes through tangible improvements in the competitiveness of its steel business.
On June 5, Baogang Group convened a warning education conference on establishing and practicing a correct view of political performance. Meng Fanying, Party Secretary and Chairwoman of the company, delivered remarks and conducted an in-depth analysis of typical negative cases.Meng pointed out that deviations and distortions in views of political performance can lead to departures from political principles, hinder policy implementation, damage public interests, and undermine the political environment.
She urged Party members and officials to learn lessons from negative examples, maintain a firm political stance, accurately understand the Party principles of serving the public interest, the value pursuit of benefiting the people, the methodology of scientific decision-making, and the capabilities required for practical implementation. Educational achievements should ultimately be reflected in advancing high-quality development.On the same day, 748 grassroots Party organizations under Hunan Iron & Steel Group carried out study activities through Party meetings, Party lectures, and themed Party-day events. They formulated problem-identification lists and rectification ledgers, adhering to an integrated approach of learning, investigation, and correction. The goal is to translate educational outcomes into concrete actions supporting green transformation and technological innovation.
Liuzhou Steel Group has also extended the educational campaign to its operational bases.From June 4 to 5, Li Bin, Party Secretary and Chairman of Liuzhou Steel Group, led a team to Guangxi Steel and Alloy Company to supervise educational activities and coordinate solutions to operational bottlenecks.
Li emphasized the need to establish and practice a correct view of political performance and to leverage the “Year of Synergistic Value Creation” initiative to achieve both mid-year and annual targets. He called for stronger adherence to ecological priorities and green development concepts, with concrete efforts in environmental governance and carbon-reduction initiatives.At the same time, he urged faster construction and delivery of new apartment buildings for employees, enrichment of living-service facilities, and long-term improvement of factory-area management. More practical measures should be taken to benefit employees and enhance their sense of gain, satisfaction, and well-being.
Industry observers note that the steel sector is currently at a critical intersection between deep structural adjustment and strategic planning for the 15th Five-Year Plan period. Major steel enterprises are closely integrating educational campaigns on the correct view of political performance with efforts to solve operational challenges, develop emerging industries, and improve employee welfare.By firmly rejecting formalism and superficial implementation, these initiatives send a clear message that real achievements should be judged by tangible results, and development should be driven by practical work. This approach is helping establish the ideological and institutional foundations needed for China’s steel industry to accelerate its transition toward higher-end, smarter, and greener development.
